Job Description Responsible for planning, organizing and managing a project, or series of smaller projects, or a definable piece of a larger program for successful completion and performance consistent with contractual agreements. Also responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading or assisting with proposals. Projects managed are typically of moderate technical complexity. Conducts complex work important to the organization. Works with minimal supervision with wide latitude for independent judgment. Degree must be in computer science, engineering, applied sciences, or management. Responsible for assisting the Program Manager in overseeing and directing the activities of all field contract personnel providing support under the Controller Training Solutions (CTS) contract. Responsible for assuming the responsibilities of the Program Manager when the Program Manager is unavailable. Provides direction on projects from inception through completion and provides technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customer. Manages and coordinates technical and administrative staff by assigning, scheduling, prioritizing, coordinating, and facilitating multiple tasks.
Evaluates performance of subcontractors and staff in terms of actual and planned task schedules and resource requirements.
Reviews work for quality assurance/quality control.
Composes memoranda, reports, and other documentation highlighting project steps and status for daily and weekly meetings with customer.
Attends meetings and makes presentations about project status and work commitments.
Ensures training of all staff members and instructs them on customer’s methods, procedures, and standards.
Evaluates, develops or implements procedures regarding project documentation and development. Troubleshoots technical problems and takes corrective action.
Reviews employee schedules and time reporting. Participates in long-range planning, analysis, and program design.
Participates in the planning and design of new projects as requested.

The DPM will be responsible for providing oversight and management of all contract personnel employed in direct support of the CTS contract across all field support personnel.
The DPM is responsible for performing all start-up activities required at the FAA CTS contract field sites to support the Government’s transition from the legacy CTC contract including but not limited to: (i) staffing actions and personnel certifications required to perform field site-based work efforts as ordered; (ii) migration to CTS-specific business processes for ordering and invoicing, and (iii) implementation of Government-provided tools and processes to support contract administration and other functions as applicable.
The DPM is responsible for the implementation and execution of QC/QA systems and processes at FAA CTS field sites in accordance with the Government-approved QMP.
