Job Description - Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installing to support an organization's application systems.

- Consults with users to identify current operating procedures and to clarify program objectives.

- Has knowledge of commonly- used concepts, practices, and procedures within a particular field.

- Familiar with relational databases and client-server concepts.

- Relies on limited experience and judgment to plan and accomplish goals.

- Performs a variety of tasks. Works under general supervision.

- Typically reports to a project leader or manager.

- A certain degree of creativity and latitude is required.

- Analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business and records management functions.

- Develops plans for automated information systems from project inception to conclusion.

- Analyzes user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, analyze proposed system modifications, upgrades and installs new COTS software.

- Analyzes the problem and the information to be processed.

- Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests.

- Coordinates closely with programmers to ensure proper implementation of program and system specifications.

- Develops, in conjunction with functional users, system alternative solutions.

- Service level one and two assistance working with three levels of subject matter expert / advanced subject matter expert teams.

- Analyzes information requirements.

- Evaluates analytically and systematically problems of workflows, organization, and planning and assists Senior Computer Systems Analyst and Computer Systems Analyst develop appropriate corrective action.

- Help develop plans for automated information systems from project inception to conclusion.

- Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs and tests.

- Under the supervision of a Senior Computer Systems Analyst or a Computer Systems Analyst coordinates closely with programmers to ensure proper implementation of program and system specifications.

- Develops, in conjunction with functional users, system alternative solutions.
Required Skills - This position supports a U.S. Government Contract whose terms require Serco to staff it only with U.S. Citizens. - Applicants must have an Active Secret or higher security clearance; Top Secret preferred. - Applicants must successfully complete background investigation and drug screening. - Requires a Bachelor's degree and 0-2 years; additional experience may be substituted for the degree requirement. - Has knowledge of commonly-used concepts, practices, and procedures within the IT field. - Familiar with relational databases and client-server concepts. - May require specialized video / voice over IP (VOIP) 1-3 years of customer service experience. - ITIL Remedy ticket experience highly preferred. - One Control Ciena, IBM Tivoli NETCOOL, CISCO Prime, and Net Scout experience preferred. - DODIN OSS element management applications experience preferred. - DODIN OSS performance management CA E-Health experience preferred. - DODIN OSS event management Oracle Grid Control and GINMS experience preferred. - DODIN OSS terminal services and Remote Desktop Service (RDS) session experience preferred. - DODIN OSS configuration management Oracle MSS experience preferred. - DODIN OSS Solaris and HP thin client GPON experience preferred. - Experience with TMN industry-standard alarm surveillance, fault management, event management, and configuration management preferred.

DepartmentSerco’s C5ISR business unit supports all branches of the U.S. military as they look to extend the life of critical legacy weapons systems and sensors, while seamlessly integrating these systems with the latest C5I environments. We support major transformation initiatives to deliver total situational awareness from the command center to the warfighter on the front line. We are focused on the design, systems engineering, project management, procurement, installation, training, testing, and field maintenance of these systems.
