Job Description Reviews prime contract documents to develop terms and conditions and draft and issue requests for proposals (RFPs) for services. Coordinates with program personnel to evaluate bids and analyzes and negotiates pricing to select subcontractors for award. Creates and maintains electronic CPSR compliant files in accordance with Federal Acquisition Regulations (FAR) and company policies and procedures. Issues subcontracts for services to selected subcontractors. Executes subcontracts within the delegation of authority (DOA).
Responsible for cradle to grave subcontract administration to include: issuing modifications for subcontract changes; monitoring subcontractor performance to ensure adherence to requirements; maintaining pertinent file documents; issuing stop work notices, letters of concern, cure notices, and subcontract terminations; resolving or recommending appropriate actions to resolve payment and performance issues; and performing closeout of subcontract files.
Required Skills Must be comfortable working independently within a team. A high level of self-initiative is desired. Must have professional written and oral communication skills and be comfortable in communicating and coordinating with both program and various support function personnel. The desired candidate should be able to apply logical, analytical, and creative thinking to resolve a variety of subcontract and invoice issues, both simple and complex in nature. A bachelor’s degree is required, preferably in business administration or other related field or equivalent experience. 2 – 4 years of experience in government subcontract administration is required. Must be familiar with FAR and CPSR (Contractor Purchasing System Review) requirements. Contract or Procurement related certifications and knowledge of contract law are a plus. Although not necessary, extensive experience in closeouts and Cost Plus Incentive Fee (CPIF) type contracts is highly desired and is considered a plus for this position.
