Job Description Serco Inc. is looking to fill a full-time Personnel Employment Assistant (PEA) II – Site Lead position at our Memphis/Millington, TN location.

The roles and responsibilities for the full-time Personnel Employment Assistant (PEA) II position includes, but not limited to:

This position serves as a clerical expert in independently processing the most complicated types of personnel actions, e.g., temporary employment, rehires, and dismissals.

In this position, one may perform tasks beyond routine clerical such as: pre-employment drug screening and new hire orientation, responding to routine questions on policy and procedures, and/or provide reports on employee turnover or time and attendance.

This PEA II may be asked to evaluate and consolidate information from various sources under short deadlines, such as internal or external survey information, reporting on company employment statistics (retention, equal opportunity reporting, etc.).

The PEA II may provide guidance to lower level Personnel Assistants. Guidance is provided as needed.

This level requires extensive knowledge of various office software packages.

Completed written work receives close technical review from higher-level personnel office employees.

Work may be checked occasionally.

The Site Representative provides contractor Identification Card Administration to Government clients as a DEERS/RAPIDS Site Security Manager at the base or site level.

Coordinates staff activities to ensure the accomplishment of the ICA-21 mission, leading by example in compliance with all performance standards and requirements; and the delivery of exceptional customer service.

Serves as the Primary SSM and accomplishes common ICA-21 tasks such as the issuance of CAC and non-CAC cards as well as ancillary services such as PIN reset and the updating of DEERS data.

As the SSM, provides technical guidance and assistance to all ICA-21 personnel, responds immediately to DMDC, The Navy Project Office and TELOS when tasked to comply with inventory requirements and discrepancies with DEERS transactions.

Assist in the proper staffing of the site by informing the Assistant Operations Manager of anticipated government and civilian personnel losses and screening applicants for contract positions.

Facilitates the proper supply of government and contractor supplied materials by monitoring stock levels and submitting timely requests for new supplies to DMDC or the contractor’s supply coordinator.

Act as the primary point of contact for contract employees located at the site.

Ensure that all ICA-21 personnel have active NMCI/government e-mail accounts.

Oversee contract employees located at the site.

Coordinates site support and installation support issues with the Designate Government Representative (DGR). Attends/participates in CPC and/or Installation meetings and reaches out to the local command to ensure all updated DEERS/RAPIDS information is disseminated.

Ensure the weekly report is completed and submitted to the ICA-21 Project Management Office.

Perform regular maintenance and required system updates on all workstations, while keeping ICA-21 leadership informed.

Maintain a trouble log for each workstation to keep up with issues.

Establish a Continuity of Operations Plan (COOP) for the site. Maintain and update Security Online and the Appointment Scheduler.

Report any DEERS/RAPIDS issues immediately to the Assistant Operations Manager. Coordinates and informs ICA-21 of anticipated site visits from any government agency (DMDC, The Navy Project Office, ICA-21 PMO, etc.).

Ensure the required DMDC Web-based training courses are completed by new RAPIDS users and/or within 60 days of expiration for certified RAPIDS users; all reference material is on hand and accessible to ICA-21 personnel at all times.

Familiarization with all Navy DEERS/RAPIDS Bulletins, DMDC ‘Did You Know Newsletters’ and any other correspondence sent out by a government agency in reference to DEERS/RAPIDS.

Provide initial and continuous training to all ICA-21 personnel in compliance with Performance Standards.

Job assignments may require working at client site where working conditions may vary.
Required Skills This position supports a U.S. Government contract whose terms require Serco to staff it only with U.S. Citizens. The position you are being considered for is on a U.S. Government contract which will require that you undergo a pre-employment criminal background check, and a subsequent security investigation that is favorably adjudicated prior to operating or having access to DEERS/RAPIDS equipment. Must speak, read, and comprehend English to the extent that you can read and understand printed regulations, detailed written orders, operating procedures, training instructions and materials. Must have legible writing to document transactions, in addition to general mathematical skills. Must have strong oral communication skills, be a team player, dependable and possess a professional attitude and demeanor. Travel may be required. DESIRED SKILLS & EXPERIENCE Previous ID card facility experience and knowledge of the military desired. A recent valid security clearance and personnel service support experience a plus. Time management skills, ability to interact with all personalities within a military environment, and demonstrated problem solving skills.
