Full-Time Personnel Employment Assistant II - Key West, Florida

Job Description Serco Inc. is looking to fill a full-time Personnel Employment Assistant (PEA) II – Site Lead position at our Key West, Florida location. This position provides Contractor Identification Card Administration. This role serves as the Primary SSM to accomplish common ICA-21 tasks such as the issuance of CAC and non-CAC cards as well as ancillary services such as PIN reset and the updating of DEERS data. The SSM provides technical guidance and assistance to all ICA-21 personnel, responds immediately to DMDC, The Navy Project Office and TELOS when tasked to comply with inventory requirements and discrepancies with DEERS transactions.

Responsibilities include:
- Oversees contract employees located at the site
- Coordinates staff activities to ensure the accomplishment of the ICA-21 mission, leading by example in compliance with all performance standards and requirements; and the delivery of exceptional customer service
- Assists in the proper staffing of the site by informing the Assistant Operations Manager of anticipated government and civilian personnel losses and screening applicants for contract positions
- Facilitates the proper supply of government and contractor supplied materials by monitoring stock levels and submitting timely requests for new supplies to DMDC or the contractor’s supply coordinator.
- Acts as the primary point of contact for contract employees located at the site
- Provides initial and continuous training to all ICA-21 personnel in compliance with Performance Standards
- Coordinates site support and installation support issues with the Designate Government Representative (DGR). Attends/participates in CPC and/or Installation meetings and reaches out to the local command to ensure all updated DEERS/RAPIDS information is disseminated
- Ensures weekly report is completed and submitted to the ICA-21 Project Management Office.
- Performs regular maintenance and required system updates on all workstations, while keeping ICA-21 leadership informed.
- Maintains trouble log for each workstation to keep up with issues
- Establishes a Continuity of Operations Plan (COOP) for the site. Maintain and update Security Online and the Appointment Schedule
- Reports any DEERS/RAPIDS issues immediately to Assistant Operations Manager. Coordinates and informs ICA-21 of anticipated site visits from any government agency (DMDC, The Navy Project Office, ICA-21 PMO, etc.)
- Ensures required DMDC Web-based training courses are completed by new RAPIDS users and/or within 60 days of expiration for certified RAPIDS users; all reference material is on hand and accessible to ICA-21 personnel at all times
- Ensures all ICA-21 personnel have active NMCI/government e-mail accounts
- Serves as Clerical expert in independently processing the most complicated types of personnel actions, e.g., temporary employment, rehires, and dismissals
- Maintains Familiarization with all Navy DEERS/RAPIDS Bulletins, DMDC ‘Did You Know Newsletters’ and any other correspondence sent out by a government agency in reference to DEERS/RAPIDS
- May perform tasks beyond routine clerical such as: pre-employment drug screening and new hire orientation, responding to routine questions on policy and procedures, and/or provide reports on employee turnover or time and attendance
-May be asked to evaluate and consolidate information from various sources under short deadlines, such as internal or external survey information, reporting on company employment statistics (retention, equal opportunity reporting, etc.)
-May provide guidance to lower level Personnel Assistants; guidance is provided as needed
-Travel may be required
Required Skills - Military Veterans and Spouses are encouraged to apply! - This position supports a U.S. Government contract whose terms require Serco to staff it only with U.S. Citizens - This position will require successful completion of pre-employment background check and subsequent security investigation favorably adjudicated prior to operating and having access to DEERS/RAPIDS equipment - Additionally, per Serco requirement, must have active secret clearance or favorable adjudication of a NACLC/T3 - Requires extensive knowledge of various office software packages - Must write legibly to document transactions and possess general mathematical skills; completed written work receives close technical review from higher-level personnel office employees - Strong communication skills, dependability, professional demeanor and team player approach required - Previous ID card facility experience and knowledge of military highly preferred - Recent personnel service support a plus - Time management skills, ability to interact with all personalities within a military environment, and demonstrated problem solving skills desired
