Job Description • Responsible for all aspects of the Iowa Department of Transportation Highway Helper program including daily operations, personnel, equipment, planning, safety policies, and logistics

• Provides direct management of Highway Helper supervisors and operators.

• Responsible for implementation of the approved training program for both operators and supervisors of the Highway Helper program.

• Manages fleet of vehicles for the program.

• Oversee procurement, preparation, distribution, and use of operational equipment, personal protective equipment and consumables associated with the Highway Helper program

• Prepare correspondence, reports, policy and procedure recommendations, schedules, forms, presentations, training material, personnel management documentation, and electronic communications

• Responsible for the development and maintenance of operations manuals and standard operating procedures/guidelines

• Implementation of best practice initiatives consistent with Traffic Management Center (TMC) operations

• Establish proactive approach to reducing the Incident Timeline

• Establish the standard operations proficiency level for all Highway Helper program positions

• Serve as resident Highway Helper subject matter expert

• Assist in the development of statewide Highway Helper continuous improvement initiatives and the identification of innovative operational processes.

• Coordinate with public information personnel on issues related to citizen complaints and inquiries, public information dissemination, and media interaction

• Serve as the point of contact for all Highway Helper -related visits, media events, and tours

• Facilitate performance metrics reporting of Highway Helper operations

• Serve as member of emergency operations staff during inclement weather, natural disaster, or security-related events

• Effect program status briefings to program management office as required

• Participate in periodic Traffic Incident Management (TIM) team meetings, critical incident reviews, and other TIM activities

• Is able to effectively communicate verbally and in writing in the English language

• Have 24/7 regional on-call responsibilities

DepartmentThe Transportation & Infrastructure business unit has four main business streams - surface transportation, aviation, fleet maintenance and infrastructure services, with over 1000 personnel providing these services in the federal, state and local markets. Our transportation surface and infrastructure business includes traffic control centers, intelligent system specification, deployment and maintenance, traveler information systems, back office capabilities, program management, congestion management and general operations. Our business with state and local governments include parking management systems and technicality upgrades and parking enforcement. In addition we provide fleet maintenance services to a number of public utilities and municipal authorities.
