Job Description The Deputy Project Manager shall be responsible for end to end management and delivery of projects that range in degree, as assigned. The role supports department leaders to optimize efficiencies in workflows, processes, resource and change management, and other program and project areas. The successful candidate will troubleshoot issues, problems or areas requiring enhancement within the FRTIB Operations Center’s departments, provide analysis and recommend solutions to meet contractual requirements. The candidate will serve as Deputy to the assigned Departmental Program/Project Manager, with responsibility to ensure consistency of communication to the client and other stakeholders, standardization of memoranda, proposals and support of day to day operational tasks and issues requiring client or other stakeholder intervention. Coordination with the Project Management Office (PMO), operational support and facilitation and participation in customer and other stakeholder meetings is required on a regular basis.

• Responsible for managing assigned projects from initiation to completion, including development of project plans for approval by department leadership.
• Confer with organization leadership to recommend organizational policies, coordinate functions and ensure PMO best practices are utilized.
• Demonstrate expertise in a variety of the field's concepts, practices, and procedures and relies on extensive experience and judgment to plan and accomplish goals.
• Provide oversight and guidance to projects of high importance.
• Create, gather, modify, distribute and organize templates to achieve consistent communications and support strategic initiatives.
• Research, compile and deliver memoranda, monthly presentation materials, and data analysis for presentation to the client by use of computer systems, the Code of Federal Regulations, FRTIB policies and guidelines, and procedural manuals.
• Proactively document and communicate where required, improvements to procedures and workflows to meet the changing needs of the client and the operational teams.
• Coordinate with user-testing team resources to ensure newly developed applications are sufficiently vetted prior to implementation to support the team-specific needs.
• Provide policy recommendations to the Thrift Savings Plan Office of General Counsel and the Federal Retirement Thrift Investment Board (FRTIB) by researching and analyzing federal, state and local regulations when applicable.
• Other duties of a similar nature as required.
Required Skills Requires a Bachelor's degree 5-7 Years of Experience in project management, running process and projects in an operational environment or a related area. Equivalent combination of education and relevant work experience may be considered if candidate possesses an advanced degree or PMI/PMP Certification. Knowledge of and Professionalism and Quality Skills in: • Functions, terminology and practices related to PMP duties assigned • Computer applications related to the work, including word processing and basic spreadsheet applications • Audit process support • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization • Strong ability to prioritize and manage multiple tasks, often with competing deadlines • Communicate effectively, with ability to propose, present and explain concepts to our client, leadership, peers and others • Establish positive associations with all stakeholders and ensure clear and consistent communication and messaging • Deliver clear and concise documentation of all relevant meetings, as well as development and delivery of monthly and weekly report out to the client • meet with client and other stakeholders as required based upon assigned deliverables or projects • Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations to program/project leads and/or resolve the problem
