Job Description Purchasing Supervisor may develops RFQs for products and services of high value, risk, and complexity for competitive or single/ sole source requirements; evaluates source justifications; evaluates bids and documents awards; negotiates PO terms; engages suppliers in best value negotiations; awards POs and monitors supplier compliance with PO terms; resolves performance issues; closes out POs. Acts as prime contact on high level projects. Establishes goals and objectives required to complete projects. Trains and mentors and supervises buyers, including performance reviews, file audits, and work performance issues. Work assignments may include cross‐functional or project team responsibilities (e.g. continuous improvement).

• Ensures buyers purchase parts, awards and administers procurements from cradle to grave, maintains accurate lead times for assigned area. Ensures timely acquisitions of products or services from known sources of supply. May include orders with international suppliers and/or subcontractors involving import/export trade.

• Leads all procurement decisions including award evaluation criteria, subcontract type, supplier selection, procurement process lead times, and procurement planning.

• Selects suppliers for a variety of highly complex or technical goods or services and negotiates price, delivery, quality and service. Develops alternate sources of supply by identifying and researching prospective suppliers. Evaluates suppliers as to production capability, performance, delivery, and other key business criteria. Evaluates bids for standard and non-standard items and determines successful bidders based on price.

• Monitors and evaluates supplier performance. Determines and implements corrective actions to resolve impending supplier failure to meet contractual agreements that may delay production or delivery. Resolves shipment quantity discrepancies by mediating supplier/manufacturing issues and leading dispute resolution. Facilitates inspections, substitutions, and standardization by arranging and participating in conferences between suppliers and company personnel.

• Monitors and evaluates supplier's ability to meet all company and government or commercial procurement requirements and ensure that the pertinent technical and quality issues receive adequate attention in order to assure compliance.

• Able to lead process improvement initiatives and assists Supply Chain planning strategies. Applies continuous improvement techniques and methods to internal processes and systems. Develops, coordinates, and implements improvement initiatives with key suppliers. May lead or be assigned to a special project team.

• Understands and complies with Serco Procurement policies and procedures. Possess a thorough understanding of federal, state, and aerospace industry regulations. Ensures compliance with all applicable requirements generally without supervision. Supporting and following government purchasing regulations and assuring compliance with all internal requirements. Documenting purchase orders to comply with company policies and procedures.

• Responsible for commodities or assignments requiring application of advanced purchasing principles and concepts. Responsible for procuring major and critical production commodities and materials. Able to recommend and execute techniques for evaluating offerors based on factors in addition to price.

• Identifies and recommends suppliers by investigating potential suppliers, researching parts, equipment, machinery, services, and materials availability. Ensuring all communications regarding procurement status are generated, presented and distributed to appropriate personnel.

• Supporting internal, customer, and external compliance audits.

• Prepares complex reports and analyses by collecting, analyzing, and summarizing information and trends.
Required Skills Requires a Bachelor’s Degree 5 – 7 years of government contractor purchasing experience Knowledge of Federal Acquisition Regulations, procurement law/regulations and related legal concepts. Supervision experience in the ship yard and/or modernization arena highly preferred. Excellent analytical, written and communication skills including presentation skills. Strong negotiation skills Knowledge of business principles Moderate knowledge of Intellectual Property issues Works on a diverse range of complex problems
